In this entire democratic framework, how and why is the global intellectual class—specifically—the very cause of, and the party responsible for, this World War? — Part 05…..

           In the preceding five parts, the author argued that should a conflict erupt between Israel/America and Iran—and subsequently escalate into a global nuclear war—it is this very global intellectual class that would bear the sole responsibility. The general public, in this scenario, bears absolutely no fault. In response to this assertion, many readers expressed the counter-opinion that the intellectual class could not possibly be held responsible. Consequently, presented here is the author’s clarification on the matter:

           How, precisely, is this “intellectual class”—comprising civil servants selected by the Union Public Service Commission (such as IAS, IPS, IRS, and IFS officers), as well as those selected by State Public Service Commissions—to be held responsible for this global World War? “Go and write on the walls of your homes that we aspire to become the ruling class.” — Dr. Babasaheb Ambedkar.

          Let us examine the other side of this directive. The “other side” implies that the “ruling class” essentially consists of the civil servants and employees—selected through the UPSC and MPSC—who are directly engaged in the administrative machinery.

           In accordance with Dr. Babasaheb Ambedkar’s command to “capture strategic positions,” we must ensure our presence in those very seats of power.

           For while ruling political parties may come and go, and cabinets may rise and fall, the administrative civil servants and staff remain permanently entrenched in those positions (they may undergo transfers, but the class itself remains constant). It is in the hands of this very class that the direct management of the entire administration—both at the national and state levels—ultimately rests.

            In essence, the summary is this: there is no mandatory prerequisite that the individual occupying a ministerial post must be educated. Consequently, every component of the administrative machinery—from the humble peon to the highest-ranking secretary—falls under the category of this “administrative intellectual class.”

          Therefore, had this intellectual class kept its moral conscience constantly awakened—and refrained from employing the Machiavellian tactics of *Saam, Daam, Dand, and Bhed* (persuasion, bribery, punishment, and division)—they could have ensured that this nation and its states were governed 100% in accordance with the Constitution. By disregarding the unconstitutional directives of any political dignitary and instead dedicating themselves to the task of safeguarding the innocent populace, they could have prevented the very emergence of the myriad problems plaguing our nation and states today! This reality is undeniable.

           Within this intellectual class of civil servants and employees, there exist numerous individuals—of a certain dubious distinction—who manage to send their children abroad for higher education without ever having to touch their actual salaries!

            When the Anti-Corruption Bureau raided the homes of civil servants belonging to this very intellectual class (typically when their illicit “settlements” or kickbacks failed to materialize), it took several hours—even with the aid of counting machines—to tally the sheer volume of cash and assets uncovered. There are hundreds of such instances… We have examples right here.

           Consider the case of Dharmabhaskar Wagh—a mere clerk at the Jalgaon Zilla Parishad—whose assets worth billions were confiscated, and who subsequently died while in judicial custody. We could cite hundreds of such examples. Why did this happen?

           It happened because this “intellectual class” was never truly committed to the Constitution. (With the exception of a few civil servants who face constant transfers—for instance, it is on record that former IAS officer and Chief Election Commissioner T.N. Seshan was transferred six times in a single day, or exceptions like IAS officer Tukaram Mundhe—) it is precisely because of this lack of constitutional fidelity that we find ourselves in this predicament today.

           A second significant point is this: the curricula for the UPSC and MPSC examinations encompass a wide array of subjects. This class of individuals is, indeed, highly proficient in all these diverse disciplines; it is precisely for this reason that the Commission selects these candidates as suitable for public service. However, once the selected officer assumes office—once they take their seat in that chair—why do they invariably forget the oath they swore during their training?

           Furthermore, the UPSC and MPSC curricula lack specific training on how to uphold constitutional fidelity—how to resist succumbing to the unconstitutional pressures exerted by superiors and politicians once one occupies that seat of power. (Had such training existed, would they have fallen victim to these pressures?) Consequently, this intellectual class has consistently fallen prey to this unconstitutional system. I would not necessarily attribute this to helplessness on their part; rather, I would assert that it stems from their own self-interest.

          Every government department—whether at the central or state level—is headed by secretaries and civil servants drawn from this very intellectual class. Consequently, the “remote control” for governing both the nation and the states—whether directly or indirectly—rests firmly in the hands of this class.

           Given that the situation in various democratic nations across the globe is broadly similar—characterized by the persistent presentation of deficit budgets and a disproportionate increase in defense spending at the expense of education and healthcare—the politicians’ propensity for war… The belligerence continued to escalate. Therefore, if the consequences of this conflict ultimately culminate in a global nuclear war, the sole and exclusive responsibility for it will lie with this intellectual class. The common people can never be held responsible!
