         Mauja Pimpalgaon is located in Chimur taluka under Chandrapur district. On Monday, April 21, 2025, at around 8 pm, two sand-filled highways were stopped by the residents of Mauja Pimpalgaon near the village while they were coming from the riverbed on the road from Mauja Pimpalgaon to Mauja Kotgaon.

        Since the said highways were filled with sand, both the highways were placed in front of Gram Panchayat Pimpalgaon, while the sand-filled Pokland was kept in place where it was, which is part of the reality of the incident.

Sand-filled highways and off-duty officers….

        After the sand-filled highways were caught, all the officers under Chandrapur district were informed for appropriate action and the concerned officers were requested to come to the spot and conduct a panchnama of the sand-filled highways in front of the citizens at Mauja Pimpalgaon.

       However, no responsible officer came to the spot. On the contrary, the residents of Mauja Pimpalgaon and the journalists present had the infuriating experience that the officers had switched off their mobile phones since the highway and Pokland belonged to big contractors with connections to Chimur assembly constituency MLA Kirtikumar Bhangadia.

       After this, Jambhulghat Bit Jamadar Vijay Bagde of Bhisi Police Station came with the driver police constable and submitted the Panchnama of both the sand-filled highways to the Bhisi Police Station without doing it in front of the residents of Mauja Pimpalgaon.

        However, it came to light that the driver police constable was threatening the residents of Mauja Pimpalgaon that night. This means that the decision to abandon the highway without taking action on the sand-filled highway was already made, as can be seen from the actions of the driver police constable.

Why didn’t Bit Jamadar Vijay Bagde conduct a panchnama at the spot?

        On April 21st at night, Jambhulghat Bit Jamadar Vijay Bagde along with a driver and police constable had come to the spot to collect the sand-filled highway at Bhisi Police Station.

       Why didn’t he conduct a panchnama of both the sand-filled highways at a strategic location in front of the residents of Mauja Pimpalgaon? This is a serious question.

       Similarly, why didn’t he record the statements of the witnesses present at the spot? This issue also raises many doubts.

Are Chimur Tehsildar and police doing a dirty job?

          After the citizens of Mauja Pimpalgaon caught two sand-filled haywa, all the concerned officers of Chandrapur district were contacted along with Chimur Tehsildar Shridhar Rajmane and Bhisi Police Station Thanedar Jitendra Chande. (Thanedar Jitendra Chande was on leave)

         As soon as the contact was made, Tehsildar Shridhar Rajmane and Bhisi Police Station Thanedar Nishant Phulekar should have shown their duty and reached the spot with their colleagues.

        And they should have taken the trouble to take appropriate action at the spot, recognizing the seriousness of the matter.

         However, since the sand-filled haywa case has already been cooked through all kinds of deceptive measures, there is enough scope to suspect that it did not reach the spot at all.

         The reason is clear from the illegal act of Chimur Tehsildar Shridhar Rajmane leaving the garbage dump and the false complaint made at Police Station Bhisi.

Citizens have got the fundamental right to protect and preserve national wealth and property through the Indian Constitution under Article 51 of the Constitution…

         Under the fundamental duty enshrined in the Indian Constitution, all citizens of this country have got the moral right to protect and preserve national wealth and property under Article 51 of the Constitution.

        Within this fundamental duty, while stealing important mineral resources like sand at night, the residents of Mauja Pimpalgaon seized two garbage dumps filled with sand and one Pokeland near Mauja Pimpalgaon and erected both the garbage dumps in front of the Mauja Pimpalgaon Gram Panchayat office.

          According to Article 51(g) of the Constitution, all citizens of the country have the right to protect and improve the natural environment of forests, lakes, rivers, and wildlife and to have compassion for living beings. Similarly, according to Article 51(h) of the Constitution, all citizens have the right to protect public property and to refrain from violence.

         Due to this, the residents of Mauja Pimpalgaon caught two highway vehicles carrying sand from their area and parked them in front of the Mauja Pimpalgaon Gram Panchayat office, and they did not do any wrong and they did not commit any crime, Bhandavi clearly states the fundamental rights of citizens under Section 51.

The complaint filed by Mr. Swapnil Shriram Yavale of Nagpur to Bhisi Police Station and the true and false facts of that complaint…

         It has come to light that the residents of Mauja Pimpalgaon stopped two highway vehicles loaded with sand from the limits of Mauja Pimpalgaon near the village and after that both the said highway vehicles were parked in front of the local Gram Panchayat office on Monday night on 21st April 2025.

         This does not mean that they created an obstacle in the construction of government roads. Rather, it means that they protected national mineral wealth like sand and helped the Maharashtra government and local administration.

        In his complaint, he has mentioned that Mr. Swapnil Shriram Yavale, a resident of Manish Nagar, Nagpur, works as a partner with the M.K.S. Company of the father and brother of former MLA Kirtikumar Bhangadia, and with other companies.

       Along with this, he has also mentioned in his complaint that while the road construction was going on, two or three citizens of Mauja Pimpalgaon Vasiya created obstacles in the road construction and abused them.

       However, both the trucks carrying stolen sand were stopped by the residents of Mauja Pimpalgaon around 8 pm.

       Referring to this time, the complainant Mr. Swapnil Shriramji Yavale said that the road construction was stopped at night, abused the villagers, detained the missionaries on duty and brought them to the Gram Panchayat, which is according to the complaint.

       The residents of Mauja Pimpalgaon blocked two sand-filled highways near the village and a Pokeland filling the highway with sand, fulfilling their basic duty.

        This was realized by the officials of the company, 1) M.K.S., 2) M.E.S., 3) M.H.J.V., which was constructing the Pradhanheti-Rampur-Boddha-Dabkaheti-Pimpalgaon-Doma-Muktai road. At the same time, they also realized that a large amount of fine and criminal action could be taken due to illegal sand mining at night.

        Due to this, a false complaint was filed against the residents of Mauja Pimpalgaon through Mr. Swapnil Shriramji Yavale at Bhisi Police Station to avoid action on the two highway vehicles filled with sand and the pokaland brought for filling the sand.

The Chimur Tehsildar and Bhisi Police are also acting unfairly against the residents of Mauja Pimpalgaon to avoid action on the highway and pokaland…

        Chimur Tehsildar Shridhar Rajmane has sent a letter to the Jambhulghat Mandal Officer Pressure was exerted to submit a false report that there was sand mixed with soil in the highway.

         Following this pressure, the Jambhulghat Mandal Officer sent a false report to Tehsildar Shridhar Rajmane that there was sand mixed with soil in both highways.

         Without seeing what was in both highways, the Mandal Officer immediately gave a report to Tehsildar Shridhar Rajmane that both highways were filled with sand mixed with soil as told by Tehsildar Shridhar Rajmane.

         After this, without wasting time, Tehsildar Shridhar Rajmane, who accepted the mandal of the ruling MLAs and company owners, abandoned both highways and Pokland.

         Due to this inappropriate and illegal action of Tehsildar Shridhar Rajmane, the way has been cleared for Bhisi Police Station to file a false complaint against the residents of Mouja Pimpalgaon.

         Leaving the sand-filled highway and Pokland filled with soil mixed with sand according to a false report means being an accomplice of big thieves? Or knowingly supporting them, as is evident from the course of events, Chimur Tehsildar Shridhar Rajmane and the in-charge of Bhisi Police Station have done.

         At the same time, should it be said that the Tehsildar Shridhar Rajmane and Bhisi Police are trampling on the national duty of the residents of Mauja Pimpalgaon, who are protecting the national mineral wealth, and are doing injustice to them?

Fundamental rights of journalists and citizens as per Article 19 (g) and (g) of the Constitution..

         Through the Constitution of India, the citizens of the country have got the right to practice any profession or run any business or business as per Article 19 (g).

        At the same time, as per Article 19 (g), they have the right to freely move throughout the territory of India.

         Due to this, journalists can go anywhere and anytime to collect news and can convey the truth of events or developments to the citizens of the country and the government and administration through their writings. However, the court has made it clear that journalists are not part of the crowd. In this situation, journalist Vilas Mohinkar is being repeatedly called by Bhisi Police Station for a statement. The purpose of the statement has become clear to the Bhisi Police.

        And that is the unjustified arrest of innocent citizens of Mauja Pimpalgaon under various sections.

         Cases have been registered against unknown persons from Mauja Pimpalgaon under sections 329(3),352,351(2),3(5), of the IPC.

         However, how will journalist Vilas Mohinkar reveal the names of the unknown persons? This issue is equally important.

Chimur Tehsildar and Bhisi Police in a whirlwind of controversy..

         Following the true incident of sand theft by the residents of Mauja Pimpalgaon, senior officers under Chandrapur district should record their statements and according to their statements, the wrong and questionable roles of Chimur Tehsildar and Bhisi police should be immediately investigated by senior officers…

            Knowledgeable and studious citizens of Chimur taluka are of the opinion that the officers who illegally covered up the sand theft case of capitalist contractors and gave them illegal protection in their power should not only be investigated but also necessary action should be taken against them after the investigation.
