      Ashok Dnyaneshwar Chaudhary, Deputy Sarpanch of Mouja Shankarpur Gram Panchayat in Chimur taluka, has submitted a representation to Chandrapur District Collector Vinay Gowda demanding an immediate inquiry and strict action regarding the serious irregularities in the water supply scheme under the Jal Jeevan Mission in Mouja Shankarpur, the internal collusion of officials and contractors, as well as the wastage of government funds.

       The statement said that the failure to carry out work under the Jal Jeevan Mission means depriving the citizens of Shankarpur of clean water. Clean water is a fundamental right of the citizens and this right has been deliberately ignored by the concerned contractor and the concerned department.

       Neglecting work is a form of deception and this is an attempt by Deputy Sarpanch Ashok Chaudhary to wake up the administration with a serious warning in this regard.

        Two and a half years have passed since the water supply scheme worth Rs 7 crores under the Jal Jeevan Mission was started in Mouja Shankarpur (Tal. Chimur, Dist. Chandrapur), but till date not a single drop of water has reached any house in the village. Due to this, the patience of the citizens of Mouja Shankarpur has run out.

        The government is being deliberately defamed by the said office and the contractor. Many serious irregularities, corruption and poor quality work are clearly visible in the implementation of the scheme. The excavation of roads has been left incomplete, due to which the chances of accidents have increased.

       The pipeline has not been laid to the required depth and the work has been shown as complete only on paper. The construction of the switch room is incomplete and of poor quality. The quality of pipes, cement, iron and other materials is poor and wasteful. The supervising officers seem completely inactive and indifferent.

        Deputy Sarpanch Ashok Chaudhary had submitted a written representation to the Executive Engineer, Maharashtra Life Authority Department, Chandrapur on October 9, 2025 and many times, presenting all the issues.

        He also warned of a strong agitation by climbing on the water tank at Athawadi Bazaar on November 24, 2025 if the scheme was not started by November 17, 2025.

       However, the administration has not taken a single step till date. This makes it clear that there is internal collusion between the concerned officers and the contractors and the public funds are being embezzled. This is a case of betrayal of trust in the government and misuse of public money.

Therefore, I am making the following concrete demands…

1. An independent, high-level and immediate inquiry should be conducted into the entire work of the Jal Jeevan Mission scheme in Mouja Shankarpur.

2. Strict action should be taken by suspending the officers found guilty in the inquiry and filing a criminal case against the contractor.

3. After taking a physical review of the work, a fixed deadline should be announced for the start of water supply in the village and a written assurance should be given to the Gram Panchayat.

4. The concerned contractor should be blacklisted and excluded from all further work until the investigation is completed.

5. Disciplinary action should be taken by fixing the responsibility of the inactive officers, engineers and supervisors in this matter.

        There is severe dissatisfaction among the citizens of Mouja Shankarpur and the situation can go out of control at any time. The intention of the government’s “Har Ghar Nal, Har Ghar Jal” scheme has been completely defeated. If immediate action is not taken on this complaint, then I along with the villagers will start a very strong agitation through democratic means, says the petitioner, Deputy Sarpanch Ashok Chaudhary, and he has also said that the petition should be taken seriously.

       The entire responsibility of all the legal, administrative and mass movement consequences will remain with the concerned department. We should immediately investigate this serious matter and regain the trust of the people, says Deputy Sarpanch Ashok Chaudhary.
