Following the case of illegal sand extraction on the river ghat on the route from Mouja Pimpalgaon to Mouja Kotgaon under Chimur taluka and in accordance with the false complaint made at Bhisi Police Station, a shocking case has come to light that after 3 months, the Chandrapur District Collectorate has sent a letter to the Sub-Divisional Officer Chimur regarding the investigation.
The citizens of Mouja Pimpalgaon had seized two sand-filled lorries belonging to a person named Mr. Swapnil Yavale near the village in April and both the sand-filled lorries were parked in front of the Pimpalgaon Gram Panchayat.
Since Mr. Swapnil Yavale, a resident of Nagpur, is very close to MLA Kirtikumar Bhangadia, in this case, the revenue department and the police departments had only taken a spectator role instead of taking immediate penal and criminal action against Mr. Swapnil Yavale. In order to provide illegal protection to Mr. Swapnil Yavale and his two highway drivers who were involved in the illegal transportation of sand, the then Sub-Divisional Police Officer of Chimur Rakesh Jadhav, Tehsildar of Chimur Shridhar Rajmane and the then Thanedar of Bhisi Police Station Chahande had misused their positions under political pressure.
In this regard, under the false complaint filed by the owner of Highway and Pokeland Mr. Swapnil Yavale to Bhisi Police Station on 22/04/2025, many political and administrative developments that took place at that time were mind-numbing.
Chimur Sub-Divisional Officer Kishore Ghadge never dares to take action against the illegal sand and gravel mining and related exemptions or does not even comment on it.
Importantly, every citizen of India has the right to protect sand and gravel and stop illegal trafficking in it under Article 51 (a) of the Indian Constitution under Fundamental Duties (g) and (h).
According to Article 51 (a) of the Indian Constitution under Fundamental Duties (g), all Indian citizens have the right to protect public property, while according to Fundamental Duties (g), all citizens of the country have the right to protect the environment including forests, lakes, rivers, and other living creatures.
Along with this, the Indian Constitution has given all citizens of the country the right to freedom of speech and expression under Article 19 (a), freedom of peaceful assembly and non-violence under Article 19 (b), and freedom of movement throughout the territory of India under Article 19 (d).
Along with this, the right of journalists to collect news of various and important events and developments / to express themselves accordingly is also a fundamental right under Article 19. Due to this, it is not considered whether it is night or day while collecting news, but when an event occurs or developments occur under an event, journalists have to go to the right place.
While citizens have the right to protect public property according to the Indian Constitution and journalists also have the right to collect news under the Indian Constitution, Mr. Swapnil Yavale files a false complaint against unknown citizens of Mauja Pimpalgaon and against unknown and known journalists at Bhisi Police Station and after Mr. Swapnil Yavale’s complaint, without investigating the sand theft case, unknown journalists and unknown persons are given notice letters by the investigating officers at Police Station Bhisi, what should be called?
The truth about the two sand-filled highway vehicles was known to the concerned officers of Bhisi Police Station. However, it is a fact that they did not take action against Mr. Swapnil Yavale under political pressure for sand theft.
The two sand-filled highway vehicles of Mr. Swapnil Yavale were seized by the citizens of Mauja Pimpalgaon near his village and brought before their Gram Panchayat.
After this, Jambhulghat Bit Jamadar under Bhisi Police Station Ajay Bagde came to the Moka site in Mauja Pimpalgaon in four-wheeled vehicles of the police station.
After inspecting the sand in the highway at the Moka site, Jambhulghat Bit Jamadar told the highway drivers in front of the citizens of Mauja Pimpalgaon to take both the sand-filled highway vehicles to Bhisi Police Station. However, Jambhulghat Bit Jamadar Ajay Bagde did not conduct a panchnama of the location of the sand-filled highway vehicle.
After both the sand-filled highway vehicles were deposited at the Bhisi police station, various developments were quickly brought about to change the course of the case under political pressure.
The following types of incidents…
1) A false complaint was filed by Mr. Swapnil Yavale, a resident of Nagpur, against the residents of Mauja Pimpalgaon and journalists at Police Station Bhisi..
2) Both the sand-filled vehicles deposited at Bhisi Police Station were handed over to the Chimur Tehsildar..
3) Chimur Tehsildar Mr. Shridhar Rajmane asked Jambhulghat Mandal Officer Ranjana Dhole to submit a false report that there was sand mixed with soil in both the vehicles..
4) After this, Chimur Tehsildar Mr. Shridhar Rajmane released both the vehicles of Mr. Swapnil Yavale as per the improper docket action…
The case is that sand was being transported through the riverbed on the Mauja Pimpalgaon to Mauja Kotgaon road at night by filling both the vehicles with sand through Pokland without permission.
But after the citizens of Mauja Pimpalgaon caught both the highway vehicles transporting illegal sand, in order to avoid the huge fine and criminal action against Mr. Swapnil Yavle, a resident of Nagpur, the Bhisi police did not conduct a mock inspection of the two highway vehicles filled with sand in front of the citizens of Mauja Pimpalgaon.
Due to this, a written action was taken under Bhisi police station to hand over the two highway vehicles filled with sand, which were deposited at Bhisi police station, to the possession of the Tehsildar.
After the two highway vehicles filled with sand came to the office of Tehsildar Shridhar Rajmane, he asked Jambhulghat Mandal Officer Ranjana Dhole to submit a false report that there was sand mixed with soil in both highways.
As soon as Chimur Tehsildar Shri.Sridhar Rajmane received a false report of sand mixed with soil from Jambhulghat Mandal Officer Ranjana Dhole, Tehsildar Shri.Sridhar Rajmane released both the highway vehicles of Shri.Swapnil Yavale without taking any action.
MLA Kirtikumar Bhangadia’s associates had suppressed legal and illegal sand mining in Chimur taluka. Still, the then Tehsildar Sanjay Nagtilak was silent and did not take action.
The current Tehsildar Shri.Sridhar Rajmane is also constantly turning a blind eye to illegal sand and sand mining.
Based on this, the citizens of Mouja Pimpalgaon and the citizens of Chimur taluka suspect that Tehsildar Shri.Sridhar Rajmane may have misused his authority under the pressure of MLA Kirtikumar Bhangadia to suppress the case of sand theft in Mouja Pimpalgaon.
At the same time, under political pressure, a false complaint was filed at Bhisi Police Station by Mr. Swapnil Yavale in the case of sand theft in Mouja Pimpalgaon.
In connection with this complaint, as soon as journalist Mr. Vilas Mohinkar received a notice letter from the Bhisi Police Investigating Officer on April 24, 2025, he immediately filed a complaint against Mr. Swapnil Yavale, resident of Nagpur, who had filed a false complaint at Bhisi Police Station and in connection with the illegal sand transportation theft case, to the Chandrapur District Collector, Chandrapur District Superintendent of Police, Sub-Divisional Officer Chimur, Sub-Divisional Police Officer Chimur, Tehsildar Chimur, Thanedar Police Station Bhisi, following the true sequence of events.
However, the District Superintendent of Police Chandrapur, Sub-Divisional Officer Chimur, Sub-Divisional Police Officer Chimur, Tehsildar Chimur, Thanedar Police Station Bhisi have not yet conducted a thorough investigation into the illegal sand theft case following the complaint of journalist Vilas Mohinkar and the said officers have not taken any action against Mr. Swapnil Yavale who filed a false complaint at Bhisi Police Station.
Due to this, it is true that all the said officers have committed serious negligence and dereliction of duty.
The complaint application submitted to the Chandrapur District Collector was also submitted to the sub-divisional officers of Chimur by journalist Vilas Mohinkar.
Sub-divisional officer Kishore Ghadge has not conducted any investigation into the complaint application of journalist Vilas Mohinkar and has not verified the truth of the sand theft case.
As per the letter from the District Collector’s Office, the same Sub-Divisional Officer was entrusted with the responsibility of investigating the sand theft case in Mouja Pimpalgaon and was also given the responsibility of verifying the false complaint given to Bhisi Police Station.
The Sub-Divisional Officer who has not taken necessary action so far in the case of illegal sand extraction and illegal murum excavation under Chimur taluka, Kavali cannot believe that the same Sub-Divisional Officer Kishor Ghadge will now investigate the actual incident and the true sequence of events in accordance with the complaint filed by journalist Vilas Mohinkar.
Gadchiroli – Chimur Lok Sabha constituency MP Dr. Namdevrao Kirsan had addressed the officials in a program held at the Nagar Panchayat Bhavan in Bhisi (within a period of 1 year) that, “In the era of democracy, officials should not accept the office of people’s representatives but should use their authority for the benefit of the people.”
There is no objection to saying that the officials of Chimur taluka should be aware of the statement of MP Dr. Namdevrao Kirsan.
Therefore, there is no objection to being optimistic in the current situation that Chimur Sub-Divisional Officer Kishore Ghadge will conduct a proper investigation as per the inquiry letter received from the Chandrapur District Collector’s office under the complaint filed by journalist Vilas Mohinkar and will send the report to Chandrapur District Collector Vinay Gowda.
However, the citizens of Mauja Pimpalgaon and wise and knowledgeable citizens of Chimur taluka say that Sub-Divisional Officer Kishore Ghadge should not conduct an improper investigation under the pressure of MLA Kirtikumar Bhangadia and should not send an improper report to Chandrapur District Collector Vinay Gowda under the complaint filed by journalist Vilas Mohinkar.
At the same time, the citizens of Chimur taluka are seeing with their eyes the irresponsibility of the officers who are keeping quiet in the face of a serious matter. Due to this, vigilance cannot be expected from them.
Similarly, what happened to the complaint filed by journalist Vilas Mohinkar against the Mauja Pimpalgaon sand theft case and Mr. Swapnil Yavale’s false complaint to Chandrapur District Superintendent of Police, Sub-Divisional Officer Chimur, Sub-Divisional Police Officer Chimur, Tehsildar Chimur, Thanedar Police Station Bhisi? There is no way to know.
But what action will the Maharashtra government or Revenue Minister Chandrashekhar Bawankule take against Chimur Tehsildar Shridhar Rajmane, who asked Jambhulghat Mandal Officer Ranjana Dhole to submit a false report of sand mixed with soil in order to release Mr. Swapnil Yavale’s two sand-filled highways and Pokeland without action? This question is very serious…
